If a user cannot see all patients, you will need to set user
access level. The below will guide you
through on how to set the user access levels for a user to see all patients.
Log into an admin account 
Click on Users 
Highlight the user in the list, and select ‘Set user
access levels’ 
Check the box next to Access to All Patients
