Question: Is it normal for a user not to be able to edit a problem once it is entered?

Answer: Yes, it is by design that once a problem has been entered in the Problems/Objectives section, it cannot be changed. This is to prevent inconsistency between the associated goals and objectives, in the event a problem is changed to something else manually or on the pick-list that does not fit with the associated goals/objectives. The best way to prevent problems resulting from misspelling of the problem, and the need to update it, is to add problems to the public pick-list and choose from there, rather than to manually enter them. If a problem is misspelled or entered incorrectly, you will need to delete the roblem and re-enter it.
