e-Prescribing and Identity Verification

EPCS Token Advice – If you are enrolled as a prescriber in Electronic Prescribing of Controlled Substances (EPCS) through DrFirst and need to register a new EPCS token, you will be required to provide an OTP Pin number from an existing token in order to do so. If you have only one token and it becomes lost or broken so that you can’t provide the pin number, you will need to repeat the entire EPCS Identity Proofing enrollment process all over again.

VIP tokenTo avoid this we recommend registering at least two (2) EPCS tokens – a hard token and a soft token. The hard token is given to you when you initially sign up. The soft token is an application for Android, iPhone, or Tablet devices that can be downloaded at the App Store on your device. It is available from Symantec, and is called VIP Access. The symbol is on the right. A desktop version of the software is also available and can be downloaded here.

Once downloaded, go into your EPCS Gold Prescriber Dashboard in DrFirst to register the token. You can have up to five (5) tokens registered on your account.

DocuTrac Releases Enterprise Level PM Software

DocuTrac Launches New Version of QuicDoc® Professional Edition EMR

March 16, 2015 – HAGERSTOWN, MD — DocuTrac, Inc behavioral health software company has announced the release of QuicDoc Professional Edition EMR, Version 11 for Client Server and Cloud customers. The new release is based mainly on customer input, as well as government and industry requirements.

New York I-STOP E-Prescribing Mandate Delay: In mid-February a bill passed the NY state Senate and the Assembly to postpone the deadline for mandatory electronic prescribing until next year.

Much to the relief of many NY prescribers the legislation will delay implementation until March 2016. The legislation still awaits the signature of NY Governor Andrew Cuomo. The bill which was sponsored by John McDonald a practicing pharmacist is expected to be signed.

Change to Missouri EPCS Processing Status: According to DrFirst, the Missouri Bureau of Narcotics and Dangerous Drugs has retracted its guidance that EPCS was legal in the state and therefore, Surescripts has changed the status of the state of Missouri to temporarily suspend EPCS processing.

A rule change to allow EPCS is currently being pursued.Once the rule is finalized and adopted, EPCS processing will resume in Missouri.Until then, providers are being advised to write paper prescriptions for controlled substances.

What is PQRS?

PQRSWe have had a lot of calls lately asking us about PQRS. According to CMS.gov Physician Quality Reporting System (PQRS) is a reporting program that uses a combination of incentive payments and negative payment adjustments to promote the reporting of quality of treatment information by eligible professionals (EPs) to the Centers for Medicare & Medicaid Services (CMS).The program provides an incentive payment to practices with EPs (identified on claims by their individual National Provider Identifier [NPI] and Tax Identification Number [TIN]).Several PQRS program changes were included in health care reform legislation enacted in 2010. The Affordable Care Act (ACA) requires the implementation of timely feedback and the establishment of an informal appeals process by 2011.

The ACA also calls for PQRS payment penalties starting in 2015. CMS finalized in its 2012 Medicare Physician Fee Schedule Rule that 2015 program penalties are based on 2013 performance. Therefore, those physicians who elect not to participate or are found unsuccessful during the 2013 program year, will receive a 1.5 percent payment penalty,pqrs and 2 percent thereafter. In the 2014 Medicare Physician Fee Schedule Rule, CMS finalized its proposal to base 2016 PQRS penalties off of 2014 reporting. Therefore, physicians who did not participate in PQRS in 2014 will receive a 2 percent penalty in 2016. 2014 was the last year a physician could receive an additional incentive for participating in the PQRS Maintenance of Certification (MOC) program or receive an incentive for participating in PQRS. In the 2015 Medicare Physician Fee Schedule Rule, CMS finalized its proposal to base 2017 PQRS penalties off of 2015 reporting.

Beginning in 2015, the program also applies a negative payment adjustment to EPs who do not satisfactorily report data on quality measures for covered professional services. This CMS website serves as the primary and authoritative source for all publicly available information and CMS-supported educational and implementation support materials for PQRS.

PQRS Payment Adjustments for EPs

 

CMSUnder Physician Quality Reporting System (PQRS), covered professional services are those paid under or based on the Medicare Physician Fee Schedule (PFS). To the extent that eligible professionals are providing services which get paid under or based on the PFS, those services are eligible for PQRS incentive payments and/or payment adjustments. Beginning with the 2015 reporting period, failure to report, triggers 2 penalties: a PQRS non-reporting penalty of 2% plus a Value Based Payment Modifier (VBPM) non-reporting penalty ranging from 2 to 4%.


Time is Running Out for Mandatory E-Prescribing

E-PrescribingThe New York State Bureau of Narcotics Enforcement has finalized its guidelines for providers and pharmacies to implement the Internet System for Tracking Over-Prescribing (I-STOP). Effective March 27, 2015, New York providers will be required to comply with the mandate to e-prescribe. 

EPCS Gold 2.0 allows providers to safely prescribe legend and schedule II-V drugs electronically through the same workflow, further streamlining the prescription writing process.

EPCS Gold 2.0 builds on the current e-prescribing functionality within our QuicDoc Professional EMR Software and Enterprise Edition EHR Software, through our partnership with DrFirst. EPCS Gold is also available as a standalone product for our Office Therapy Practice Management Software users.

The biggest threat our users face is the loss or theft of servers, desktop and laptop computers. These computers, even when secured with Windows logon passwords, are not secure enough.Logon passwords can easily be hacked leaving the data vulnerable to thieves. Even if they don’t take the time to break the password, the culprit can just remove the hard drives and connect them to other devices to access the data. The only way to adequately protect your practice, your clients, and yourself is to encrypt all the drives containing “Protected Health Information.”QuicDoc Pro and Enterprise, as well as Office Therapy software users should protect their data by encrypting the hard drives where the databases reside. BitLocker Drive Encryption built into Microsoft computers for Windows 7 and higher, will encrypt hard drive(s) to protect operating systems from offline attacks. If you have not done so and need to encrypt your hard drive, be sure to first back up your data and store it on an external device.You can rest assured that all data transmitted for E-Prescribing and for E-filing is automatically encrypted following the latest HIPAA requirements. And for Cloud users the data is automatically protected using bank level security with high level encryption methods.

Making Clients Inactive in QuicDoc Office

Your client is doing well and has terminated therapy. He or she has even completed the Patient Satisfaction Survey in QuicDoc. You decide that now is the time to change the client’s status from active to inactive. Since your practice uses both QuicDoc and Office Therapy, the Inactive Status for your client gets automatically transferred to Office Therapy.

The problem is that, as an inactive client, outstanding charges can’t be filed, statements can’t be generated, payments can’t be applied, and the client’s data may not be included in certain reports. Often the therapist doesn’t know the status of outstanding charges or pending insurance payments when making a client inactive.

Simply having a procedure in place to check on the billing status of a client before making him/her inactive will resolve any problems. Perhaps one individual can be assigned to this task. The procedure to make clients inactive should depend on workflow and communication between the front and back office staff.

Software Upgrades vs. Software Updates

Confused about what constitutes an upgrade and an update?

Software upgrades generally contain major enhancements and new features. Upgrades change the software’s version number. An example would be upgrading Office Therapy® from version 10 to version 11.

There is a fee involved in upgrading software, unless you are current on annual maintenance.  The fee is dependent on the version you are currently using.

Software updates repair features that aren’t working right for some users, provide minor enhancements, and can provide small changes to make the software easier to use.  Software updates can generally be automatically downloaded depending on the version number you are using.
